Tonight we had the pleasure of listening to the Assistant City Clerk of Simi Valley, Ky Spangler. Ky came to relay information on a new district voting structure and how it will affect Simi Valley.  For those that don't know, our city manager is recommending that the City Council consider initiating the districting process due to a litigation threat. The organization that initiated the threat wants Simi Valley to switch to a by-district system in which council candidates run in geographical council districts rather than citywide. Under such a system, voters in each electoral district only vote for the candidates running for a single council seat in their district. The candidates must reside in and be registered voters of the district in which they are running.
